HCFA Response to Cochlear Corporation
-
In September 1994, Cochlear Corporation's reimbursement department lobbied several members of various United States Senate committees dealing with Medicaid. Cochlear informed them that at least 22 States were refusing to cover cochlear implants for adults or children.
Upon advisement from these Committees, Cochlear took their case directly to the central office for the Health Care Financing Administration (HCFA). Cochlear requested that HCFA at least enforce Federal regulations which required coverage for all medically necessary care for eligible children under age 21.
HCFA concurred that if cochlear implants were indeed the only available treatment for a child's hearing impairment, the State is required to provide benefits for the device, and all treatement necessary to effectively use the device.
Below is HCFA's response to Cochlear Corporation. HCFA regional office directives to various States are found on the following pages. No State has successfully fought these directives.
