Tennessee Cochlear Implant Coverage by Tennessee Children's Special Services

Every state receives Federal block grants through the Maternal and Child Health Block Grant program to provide health and support services to children with special needs.
These programs are most often known as "Children with Special Health Care Needs". However, in many States they may be called "Children's Special Services", "Children's Medical Services", or similar names. Because these programs are funded through Title V of the Social Security Act, the easiest way to identify it is to ask for the State's Title V program.
States have flexibility to decide how to use these block grants. Many have decided to use them to help fund cochlear implant services for children under age 21 who are not eligible for Medicaid but uninsured, or to supplement low payment for cochlear implants under that State's Medicaid program (one of the few programs along with vocational rehabilitation where Medicaid supplementaiton is allowed).
Most States will at least provide some Title V funding for cochlear implant services. Requests are generally handled on a case-by-case basis. However, North Carolina, Tennessee, Texas and Virginia specifically exclude payment for cochlear implant services under Title V.
